When did politicians begin representing their political parties at the expense of their constituents?

I mean as a rule.  Some always have, but even the most acrimonious fights weren’t always “blame Republicans” or “blame Democrats”, but were an effort to do what the politician thought was right.

Now, legislators think they’re there for two purposes:  to legislate and to represent their parties.  I maintain they SHOULD be there to represent their constituents, legislating only when absolutely needed.
